City Commission
The City of Panama City has a Commission-Manager form of government. The City Commission consists of five members: a Mayor and four Commission members. One commissioner is elected from each of the City's four wards, and one commissioner is elected at-large, serving as the Mayor-Commissioner At-Large.
The Commission passes ordinances, adopts resolutions, adopts the City's budget and sets the policies for the operation of the city government.
The administrative responsibility of the City rests with the City Manager, who is appointed by the City Commission.

About:
Allan Branch is a third-generation entrepreneur and lifelong Bay County resident who has played a key role in the revitalization of downtown Panama City. A 1999 graduate of Bay High School and member of its Hall of Fame, Allan went on to play Division I football before building a career in technology, real estate, and community development.
After achieving early success in the software industry, Allan and his wife Anna began investing in local properties, restoring historic buildings and launching businesses that celebrate the city's heritage. Their work has contributed to the transformation of once-blighted areas into vibrant community spaces.
Deeply committed to his hometown, Allan has hosted educational events, produced storytelling content highlighting local restoration projects, and worked alongside partners to bring new life to downtown through food, hospitality and residential development. In 2023, he announced his candidacy for Mayor of Panama City, driven by a desire to give back to the community that shaped him. In April 2025, Allan was elected Mayor of Panama City and sworn into office on May 28, 2025.
Allan lives in Panama City with his wife and two children and remains actively involved in local schools, sports and civic efforts.

Brian Grainger is a lifelong Panama City resident with deep roots in the community. He married his high school sweetheart and raised his family in the city he proudly calls home. An avid reader and committed public servant, Brian is passionate about giving back to the community that shaped him.
Brian holds a Master of Business Administration with a concentration in Information Technology Management from Western Governors University and has completed extensive leadership training through the U.S. Air Force.
He served 20 years in the Air Force, including 11 years at Tyndall Air Force Base’s Air Operations Center where he played a key role in safeguarding U.S. air sovereignty. A cybersecurity professional, Brian led teams through high-pressure missions and supported operations during two Category 5 hurricanes, Katrina and Michael.
Brian has served for two years on the Panama City Commission as well as on the Community Redevelopment Agency, the Bay County Transportation Planning Organization and Destination Panama City where he has advocated for the city’s growth, recovery and long-term success.
Active in the community, Brian attends Bayside Church, serves as a board delegate and auditor for the Woodmen Life Florida Convention and is a member of the Kiwanis Club, strengthening connections throughout Panama City.
As a City Commissioner, Brian is committed to improving roads and infrastructure, advancing Hurricane Michael recovery efforts and promoting economic growth to ensure Panama City continues to thrive. He has successfully advocated for funding to repair critical infrastructure damaged by Hurricane Michael, enhancing safety and connectivity across the city.
