Golf Carts

Golf Carts are defined as a motor vehicle that is designed and manufactured for use on a golf course for sporting or recreational purposes and that is not capable of exceeding speeds of 20 miles per hour.

Within the City of Panama City, golf carts may be operated on designated streets in "Golf Cart Friendly Neighborhoods." They are the Cove, Venetian Villa, Millville south of Business 98 and Sweetbay.

City ordinance requires that all operators of a golf cart within the City of Panama City have a valid driver license.

All golf carts must be equipped with efficient brakes, reliable steering apparatus, safe tires, a rearview mirror, and red reflectorized warning devices on the front and rear.

A golf cart may only be operated in the designated neighborhoods between sunrise and sunset, except if the golf cart is equipped with functioning headlights, brake lights, tail lights, turn signals and a windshield.

Low-Speed Vehicles

Low-speed vehicles are defined as any four-wheeled vehicle whose top speed is greater than 20 miles per hour but not greater than 25 miles per hour.

A low-speed vehicle may be operated on streets where the posted speed limit is 35 miles per hour or less but may cross a road or intersection where the road has a higher posted speed limit.

All operators of a low-speed vehicle must have a valid driver license.

A low-speed vehicle must be equipped with headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirrors, windshield, seat belts and vehicle identification number. They must also be registered and insured.
