Consent Agenda

9.a.

Bay County Chamber of Commerce Coast Guard Ceremony, October 26, 2023, from 1 p.m.- 3 p.m. at the Panama City Marina T-Dock. This event is organized by the Bay County Chamber of Commerce.

9.b.

Trunk or Treat, October 28, 2023, from 4 p.m.- 7 p.m. at the Panama City Marina. This event is organized by the Quality of Life Dept.

9.c.

Downtown After Dark, November 2, 2023, from 5:30 p.m.- 9:30 p.m. at Destination Panama City. This event is organized by Destination Panama City.

9.d.

Consideration to enter a new five-year contract with Flock Safety for the City of Panama City’s License Plate Readers. The cost for the current cameras is $157,500.00 annually.

9.e.

​Consideration to approve Engineering Task Order Amendment No.4 for construction engineering and inspection (CEI) services for SRF Project Cherry St Phase 1 & 2 Improvements in the amount of $197,050.00.​

9.f.

Consideration of approval of Task Order Amendment No. 3 in the amount of $13,210.00 for additional CEI services with Panhandle Engineering, Inc for the design of the Snug Harbor Boat Launch Facility.

10.a.

Consideration to approve Budget Amendment Resolution No. 20231024.1 to accept funds from the Florida Department of Law Enforcement Fiscal Year 2023-2024 State Assistance for Fentanyl Eradication (SAFE) grant, totaling up to $92,540.00 in reimbursable expenditures.

10.b.

Consideration to approve Budget Amendment Resolution No. 20231024.2 to accept and expend funds from the Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant in the amount of $23,542.00.

10.c.

Consideration to approve Budget Amendment Resolution No. 20231024.3 to accept and expend funds from the Fiscal Year 2023 Patrick Leahy Bulletproof Vest Partnership program in the amount of $13,440.00, as a 50% reimbursement for each eligible vest purchased.

10.d.

Consideration of approval of Budget Amendment Resolution No. 20231024.4 to increase the Marina Fund budget by $100,000 to provide funding for the consulting contract with GAI Consultants, LLC. to review proposals received by the City for the construction and management of the St. Andrews Marina.

10.e.

Approval of the Panama City Centre Final Subdivision Plat.

10.f.

Consideration of approval to consolidate and transfer funding from twenty (20) Hurricane Michael FEMA projects to four (4) Hurricane Michael FEMA projects.
