City awards bid for 23rd Street Plaza Reconstruction Project

UPDATE, August 24, 2021

The City Commission awarded a contract to BCL Contractors in the amount of $865,415 for the 23rd Street Plaza Improvements Project. The project includes installing a box culvert, replacing utility lines and repaving the roadway. The contractor is prepared to begin construction on the project but the City is awaiting completion of an Environmental and Historic Preservation (EHP) Review. FEMA requires an EHP Review for all projects funded through federal dollars.

The Commission also awarded a contract to BCL Contractors in the amount of $610,000 for emergency repairs to the City's drainage infrastructure on Breezy Lane. The project includes the accelerated design of a new 4'x8' box culvert to replace the existing double 54" pipes which failed as the result of a storm event. The City anticipates issuing a Notice to Proceed to the contractor this month with the contractor beginning construction shortly after. A temporary detour will be established during construction.

UPDATE (July 12, 2021):

The City of Panama City is currently accepting sealed bids for the 23rd Street Plaza Improvements Project, which will reconstruct the roadway and drainage system underneath.

This project consists of the installation of two (2) 8’x8’ concrete box culverts, concrete headwalls, guide rails, sidewalks, base, paving, striping, curb, signage, ditch paving and road reconstruction.

The deadline to submit a bid is August 2, 2021 at 2 p.m. Following the opening of bids, the next step will be for the City Commission to award a construction contract and for City staff to issue a Notice to Proceed to the contractor.

The Hydrologic and Hydraulic (H&H) Study for the 23rd Street Plaza Reconstruction Project is expected to be completed during the week of June 28, 2021. The Federal Emergency Management Agency (FEMA) requires the study be completed prior to approving funding for the project. The H&H Study ensures that structures are sized correctly to handle floodwaters, while not inadvertently increasing flooding up or down stream. It is expected to be completed this month.

The City is poised to begin accepting sealed bids for the project following the completion of the H&H Study and final review and approval from FEMA. The period for accepting bids will be 30 days, after which the City Commission will award a contract for construction.

As part of recovery from Hurricane Sally, the City of Panama City is working with the Federal Emergency Management Agency (FEMA) to secure funding for the reconstruction of 23rd Street Plaza and the stormwater infrastructure beneath the roadway.

Public Works Director Johnny Sims met with a representative from FEMA at the site this week to discuss the project. FEMA requires a Hydrologic and Hydraulic (H&H) Study to be completed prior to approving funding for the project. The H&H Study ensures that structures are sized correctly to handle floodwaters, while not inadvertently increasing flooding up or down stream.

The City is poised to begin accepting sealed bids for the project following the completion of the H&H Study and final review and approval from FEMA. The period for accepting bids will be 30 days, after which the City Commission will award a contract for construction.

Originally, the stormwater infrastructure that was damaged as a result of the hurricane was constructed of corrugated metal pipe. The City plans to upgrade this system to a prefabricated concrete box culvert. This upgrade will be a substantial long-term solution in method of construction, durability, and function.

Access to nearby homes and businesses will be maintained at all times during construction, which is estimated to take about 90 days.
