The Florida Department of Economic Opportunity's (DEO) has allocated $109 million in funding to the Rebuild Florida Hazard Mitigation Grant Match Program for Hurricane Michael to provide the required 25 percent local match to entities that have been awarded funding through FEMA’s Hazard Mitigation Grant Program (HMGP). These funds represent a unique and significant opportunity for the areas most impacted by recent disasters to carry out strategic and high impact activities to rebuild and harden infrastructure to prevent or reduce losses in future disasters. The funding is provided by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant-Disaster Recovery (CDBG-DR) Program to address unmet disaster recovery needs related to damage and ongoing impacts from Hurricane Michael.
The City of Panama City proposes submitting 10 applications to cover the local match portion of HMGP in several of the City’s most impacted areas. The projects, in total, cost approximately $65.4 million, with $16.4 million required as local match.
The City will hold a public hearing on the submission of these applications during the regularly scheduled City Commission Meeting on Tuesday, July 13th, 2021 at 8:00 AM. The City will begin a 14-day public comment period regarding the proposed Hazard Mitigation Grant Match Program applications starting June 30th , 2021 and ending on July 13th, 2021 at 5 PM. Public Works Safe Room
Panama City will construct a 3,000 square foot safe room and generator at the Public Works complex to protect the City’s Public Works staff in future hurricanes. By having staff at the public works complex immediately after an event, staff will be able to respond to the community quickly after a storm to perform emergency work.

Millville Wastewater Treatment Plant (WWTP) Generator The Millville WWTP is a critical facility that treats the sanitary sewage for approximately half of the City of Panama City. The WWTP is susceptible to storm surge and loss of power. The existing generator is currently in a vulnerable position on site. The proposed project is to install a new generator system in a protected location where City staff can maintain the function of the WWTP after an emergency. | $850,190.25

Hospital Potable Water Supply After Hurricane Michael, due to numerous breaks in the water distribution system, both hospitals in Panama City were without potable water from the distribution system for 14 days and were required to use water trucks to supply potable water. Lift Station & Sewer Hardening This project identified lift stations and sanitary sewer pipes that experience flooding from rain and high groundwater. Additionally, the lift stations and sanitary sewer lines are vulnerable to storm surge, wave action and erosion. The project proposes to retrofit or relocate 14 lift stations, construct new gravity lines, and new force mains to protect the City of Panama City residents from sanitary sewer overflow. | $6,163,372.25

Comprehensive Drainage The City of Panama City experiences flooding issues due to low lying area and slow flowing primary stormwater systems. Due to the substantial loss of trees the City has seen an increase in flooding. The city proposes to rehabilitate up to 300 acres of wetlands to store stormwater as well as install two new culverts on the Robinson Bayou channel to reduce flood risk to residents, commercial buildings, hospitals, and roads. | $6,250,000.00
