General Notice

City of Panama City (Owner) is requesting Bids for the construction of the following Project:

 SRF Area D-11

Bids for the construction of the Project will be received at the City of Panama City Purchasing Division located at 501 Harrison Avenue, Room 238, Panama City, FL 32401, until Wednesday, June 14th, 2023, at 2:00 PM CT. At that time the Bids received will be publicly opened and read in Room 10 by the Selection Committee, who will then evaluate the bids to ensure responsiveness and will make a recommendation of award.  

The Project includes the following Work:

This project consists of the replacement and rehabilitation of water and wastewater lines, pavement, curb, and new sidewalks. The limits of the project are West 14th St. from Bayview Ave to Arthur Ave., West 13th St. from Bayview Ave. to Arthur Ave., West 13th Ct. from Foster Ave. to Arthur Ave., and Bayview Ave., Beck Ave., Chestnut Ave., Wilmont Ave., Drake Ave., Hickory Ave., and Foster Ave. from West 14th St. to West 13th St. This project is funded by FDEP-SRF, which has an American Iron and Steel requirement.

The Project shall be substantially complete within 270 days and fully complete within 300 days.

A non-mandatory pre-bid meeting will be held on Wednesday, May 31st, 2023, at 2:00 PM CT in Room 10 of City Hall located at 501 Harrison Avenue Panama City, FL 32401.

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is the City of Panama City.   Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office by emailing or in person at City of Panama City Purchasing Division, 501 Harrison Ave., Panama City, FL 32401, Ph. 850.872.3000

Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing office.  Addenda, if any will be emailed electronically and will be available in a pdf format on the Bonfire Portal: and the City of Panama City's website:
