INVITATION TO BID NO. PC26-019

STREET SWEEPING SERVICE

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City” or “Owner”), seeks bids from qualified, experienced, licensed street sweeper contractors to provide all supervision, labor, equipment and vehicles required to effectively and efficiently clear streets, curbs, gutters, sidewalks, multi-use paths, and paved medians of litter and sweepable debris. Bids will be received until 11:00 a.m. CT on March 4, 2026, at which time all bids received will be opened publicly in City Hall, Lower Level, Room 010, located at 501 Harrison Avenue, Panama City, Florida 32401.

The complete Invitation to Bid (“ITB”), including all specifications and bid forms are available upon request to the City’s Purchasing Division by emailing the City’s Purchasing Division at . Addenda, if any, will be posted on the City’s website at https://www.panamacity.gov/bids.aspx and on the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities.

Bids should be submitted through the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities. All bidders must be registered with Bonfire. For assistance with registering on Bonfire or with bid submission, please email the City’s Purchasing Division at .

No bid may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids.

The City shall accept the Bid of the responsive and responsible bidder that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently.

The City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City’s Purchasing Policy as they may deem in the best interest of the City.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB.
