Sheila Ware is the Director of Community Development and has been employed with the City of Panama City for more than 21 years. During that time period, she has assisted hundreds of families reach their dream of homeownership. She serves as the administrative management level class responsible for the overall planning, organization and administration of the policies and procedures within the department.
Sheila is also a HUD Certified Housing Counselor and oversees implementation of the City’s various housing projects (rental & “for sale”), as well as provides administrative support and prepares reports for the Director. Sheila is also tasked with developing and implementing policies, goals and objectives and ensures compliance with laws, ordinances and regulations.
Sheila assists in strategic planning, organization and management of the department. Furthermore, she oversees the staff and personnel functions of all programs and operations of the department, including hiring, reviewing work, approving payroll, employee performance evaluations, scheduling training, resolving conflicts, administering discipline and other managerial functions. Sheila is an innovative leader who thinks strategically and thrives in a fast-paced, collaborative environment.
She holds an Associate of Arts in Paralegal Studies/Law from Kee Business College and Thomas Nelson Community College. Prior experience includes CRA Officer with People's First Community Bank; Vice-President, First Security Title & Escrow/Southern Title; Real Estate Paralegal/Office Manager, Gerald D. Robertson, P.C.; Paralegal, Jones, Blechman, Woltz & Kelly.
