Right-Of-Way Use
In Panama City, a Right-of-Way (ROW) refers to publicly designated land used for infrastructure such as roads, sidewalks, utilities, and signage. This area, typically located between the street and private properties, often includes mailboxes, ditches, and power poles. Any work performed in the ROW, such as driveway construction, utility work, sidewalk repairs, or signage installation, requires a permit to ensure safety and compliance with city regulations.
To obtain a ROW permit, applicants must first confirm the need for one through the City’s Engineering Department. Applications are submitted online via the CloudPermit Portal under "Right of Way Management," where users select the appropriate permit type for infrastructure work (connection) or temporary closures. Submitted plans are reviewed after payment of applicable fees, and once approved, work may begin according to city standards, with required inspections as needed.
Permit fees vary by project type: residential permits cost $100, commercial permits $250, and road closures $100 per day. Unauthorized work or excessive inspections may incur additional fees. All permits will be for a 6-month duration from the date approved. Permits will be automatically renewed at the permit cost if not closed out with an official permit inspection.
